Work on Harbor View Nursing & Rehabilitation Center is complete! The newly constructed, 82,862sf facility is located on 30 acres at 1513 N Second St at Pear. Harbor View has 120 beds and will provide both short- and long-term nursing and rehabilitation care. Harbor View Properties, Inc. developed this $16 million project, which was designed by Askew Nixon Ferguson Architects. Inman Construction Corp. was the general contractor. The Center City Commission has recently reached an agreement with local newspaper and magazine publishers to relocate stray stands and racks randomly scattered throughout the Downtown landscape. The CCC is installing nearly 70 fabricated stationary racks throughout the Downtown core where publication vendors and providers can neatly set their boxes.

An RFP has been issued for a newspaper / magazine corral fabricator and installer. Installation is anticipated to occur this fall.

Construction continues on the new Memphis College of Art Graduate School in the South Main Historic Arts District. The renovated facility is expected to open for the Fall 2010 Semester.

The $3 million renovation project of the early 20th century Lewis Supply Company building includes new classrooms, studios and street-level galleries and retail space. The move from the midtown campus will bring more than 100 students and faculty members.

The Center City Development Corp. provided $450,000 in public incentives to assist with relocation to the South Main Arts District.

At its May meeting, the Center City Development Corporation (CCDC) Board of Directors voted to end the 2009 Retail Forgivable Loan Program for Existing Businesses. The program was designed as a temporary resource to assist eligible Downtown businesses that were in jeopardy of closing due solely to the recent economic downturn.

As a result of the improving economy in Downtown Memphis, Memphis, and the region, and in consideration of the time that businesses have had to adjust their operating models since the start of the economic downturn, the CCDC Board decided to sunset the program effective June 30, 2010.

The Center City Commission has published a comprehensive housing report for Downtown Memphis. The 2000 – 2010 Downtown Memphis Housing Report provides an overview of Downtown housing development since 2000, identifies population and housing trends, and determines housing needs. This report analyzes trends in terms of demographics, residential market statistics, and affordable housing supply for moderate-, low-, and very low-income households. It is intended to serve as a resource to a variety of users, including developers, government agencies, real estate brokers, lenders, and potential residents, in understanding the trends and needs of the Downtown Memphis housing market.

The new Courtyard Marriott Downtown is completed and open for business. Located on the Main Street Mall at Jefferson Avenue, the 8-story, 131-room hotel includes The Bistro at Court Square, a new “business bar” concept with outdoor seating, communal tables, and a business center. THG Jefferson, LLC/Summit Management Corporation is the developer of the $21.1 million project. Bounds & Gillespie Architects, LLC, designed the project.

The CCDC Board of Directors approved a Downtown Office Grant for an association of lawyers moving into 2,668 square feet of space in Lincoln American tower. The association, which consists of attorneys T. Clifton Harviel, Barry J. McWhirter, Arthur E. Quinn, and Michael J. Stengel, was awarded a $7,500 grant to be applied to improvements to the 4th floor of the building. Work is expected to be completed by April.

The Center City Development Corporation Board of Directors (CCDC) has approved a financial incentive package to bring the new Memphis College of Art graduate program to South Main!

MCA was awarded a $180,000 Development Loan, a $40,000 Retail Forgivable Loan, a $30,000 Façade Grant, and a $200,000 development grant to renovate the property at 477 S Main St for educational space, two public art galleries, and a retail gallery. The graduate program is expected to bring more than 100 students and faculty members to the historic South Main Arts District this fall. Askew Nixon Ferguson Architects is the architectural firm for the project. Montgomery Martin is the general contractor.

As a result of increased interest by educational institutions in having a Downtown presence, the Center City Development Corporation has just amended the Development Loan program to expand the incentive to include these facilities. The Development Loan grading matrix now includes a section for education, and a project that includes education as a primary use is now eligible to score up to $20,000 for that use.
