Transportation & Mobility Program Manager
The Opportunity

If so, the Downtown Memphis Commission (DMC) has a rare opening for an individual seeking a fulfilling career working as a key member of our Planning & Economic Development Team.
Under the supervision of the DMC’s Chief Operating Officer, the Transportation & Mobility Program Manager is responsible for implementing the strategy for meeting parking demand and improving mobility options using transportation demand management (TDM) tools and approaches. This position is expected to serve as the transportation and parking expert for the DMC Staff and will provide direct staff support to the Downtown Mobility Authority (DMA) and The Core TMA, the transportation management association for Downtown Memphis. The Transportation & Mobility Program Manager will also help manage the DMC’s portfolio of public parking garages to improve performance, increase utilization, and enhance the customer experience.
With daily work that is dynamic and varied, the Transportation & Mobility Program Manager
can expect to lead the following types of activities and projects:
• Lead the DMC’s implementation of high-priority transportation and parking strategies from the BuildDowntown Master Plan, Downtown Parking Study, and the DMC’s Strategic Plan.
• Work collaboratively with public and private parking operators to meet shared parking goals and increase utilization of existing parking facilities.
• Request, receive, and evaluate monthly parking operations data to track performance and identify areas for improvement within DMA parking facilities.
• Propose, create, and manage TDM programs and mobility-related incentive tools.
• Conduct monthly assessments of DMA parking garage facilities.
• Manage the DMC’s efforts to improve public sidewalk conditions Downtown.
• Represent the DMC's transportation, mobility, and parking efforts at stakeholder meetings, outreach and engagement sessions, and legislative meetings.
• Investigate and research best practices, trends, and innovations; use the knowledge to help shape DMC's work plan, improve programmatic offerings, and measure results.
• Review, evaluate, and present incentive applications, reports, and funding requests to various DMC Boards, as needed.
• Other duties as assigned.

• Innovative thinking and experience in public parking operations, transportation demand management, & urban planning best practices.
• Proficient with Microsoft Office Suite and able to organize, analyze, and present large amounts of information using spreadsheets, tables, and database software to distill data down to key insights that enable better decision-making.
• Demonstrated project management and organizational skills.
• Master’s degree in geography, urban planning, transportation planning, land use planning, marketing, economics, or a similar field and 2 or more years of work experience OR an Undergraduate degree and a minimum 4 years related work experience.
• Certification from the American Institute of Certified Planners (AICP) is a plus.
• Experience using Geographic Information Systems (GIS) is desirable.

Position salary range is dependent on qualifications and experience. Within six months of employment, the selected candidate is expected to reside within Memphis and/or Shelby County, Tennessee.
