Request for Proposals (RFP): Parking Operations, Technology, and Management

The Downtown Mobility Authority (DMA) is soliciting proposals from qualified firms to provide parking technology, enforcement, operations, maintenance, security, and program-management services for six DMA parking garages in Downtown Memphis and the DMA-managed meterless on-street parking program.

The intent of this procurement is to deliver clean, safe, and dependable facilities; a simple and transparent payment experience; reliable technology with uninterrupted access to DMA data; and fair compliance practices. The DMA is seeking partners able to help grow the program through shared parking, new customer products, curb management, and additional facilities.

The RFP is organized into two separately awardable modules. Module 1 covers off-street and on-street parking technology and enforcement, including the payment platform, the on-street payment and enforcement platform, and citation management and collections. Module 2 covers off-street operations and management, including facility operations and maintenance, security, and commercial strategy and growth. Proposers may respond to one or both modules, or to one or more individual components.

Submission of a written Intent to Bid is mandatory. Proposals from firms that have not submitted a timely Intent to Bid and received written acknowledgment will not be evaluated.
